In order to approach professionally the start of IT project development, regardless of its complexity, an evaluation of project-related costs is required. Assessment can be divided into two stages:
The first stage is a preliminary assessment, a rough estimation in other words
The second — a detailed assessment. Typically, the first stage determines whether it’s worth proceeding with a detailed one
Rough Estimation is carried out in following steps:

- Expert group meetings
- Detailed estimates for each parts
- Follow-up questions
- Costs are multiplied by a factor of 2 or 3
Rough estimation can be given by professionals or people who have experience in similar projects, or previously worked with the technologies that this project could be based on. Usually, the preliminary assessment is not associated with great effort and can be given within a short period of time, for instance, from a few minutes to 2–4 hours.
The assessment is carried out by one person or a group of professionals after a brief discussion on the project theme. A professional, from the perspective of his/her experience and intuition, can give a preliminary time frame and a rough estimate of the resources required for the project implementation.
